Yup, certainly illegal, check the highway code. I'm 99% certain it is here as well, classed as using ancillary lighting or something, but it's not cracked down on anywhere near the UK level, and that's pretty poor in my experience.

I really think the way people learn how to drive needs to be reevaluated.

I wonder whether it might be a Toyota switchgear thing though.
The switch for the foglights on my Celica is a rotating switch on the light/indicator stalk, and when I bought mine and drove it home they were on, but I didn't notice. I stopped for petrol on the way home, and only noticed then - I forget how and why, but it might have been while admiring its/my reflection. It was a nice sunny day, so of course I switched them off, and have only used them one day since.
I bet it is easy to catch the switch though, if you're not paying attention, and there's no other obvious sign that you're even more illuminating than usual.

It must be your honest face Simon
I wish you were right Paul. But I have to say, what he REALLY stopped me for, was to have a sniff through the window, this was 07.30 on the 28th Dec, the first day back at work for some, including me, and so he then produced a breathalyser!!! Never done one before or since, but I passed the test, he sulked, gave me a 'warning' about the use of fog lights and then promptly buggered off. KNOB!
